OL8/RHEL8 Preinstall RPM

Does anyone have the correct URL for the preinstall RPM for OL8/RHEL8? The current links in Requirements for Installing Oracle Database/Client 19c on OL8 or RHEL8 64-bit (x86-64) (Doc ID 2668780.1) are broken.

http://public-yum.oracle.com/repo/OracleLinux/OL8/baseos/latest/x86_64/getPackage/oracle-database-preinstall-19c-1.0-1.el8.x86_64.rpm

FYI... The links in Requirements for Installing Oracle Database 19c on OL7 or RHEL7 64-bit (x86-64) (Doc ID 2551169.1) are valid. However have a slightly different directory structure. I tried modifying the structure to match, but that didn't work either.
