ELM - Administrator's Supplemental Learning

We recently rolled out Fluid Supplemental Learning to our users. It's mostly working well but we had a couple of cases where users had trouble adding their attachments. As administrator, we wanted to do on their behalf but the Administrator Supplemental Learning has no Attachment capability and also the Course we wanted to use for credit was not available since it has no associated Class (the point of the Course is to be a shell for the Supp Learning to use to Waive - so that the parent Program gets completed).

Is there going to be (or is there) an administrator's Supplemental Learning page that has the same functionality/capability as the self-service Fluid page "Add Supplemental Learning". If there is one, I have not been able to find it.
