Email a notif once a table is tigger

Our Oracle EBS user/client is asking if we can make an email notification once there are changes in the data. May I ask if we can develop or create an email procedure in the Oracle EBS database and if we can also use the ACL that state here ( https://support.oracle.com/epmos/faces/DocumentDisplay?_afrLoop=338411213347230&parent=DOCUMENT&sourceId=602986.1&id=557070.1&_afrWindowMode=0&_adf.ctrl-state=8vi1oa0ov_229 ) .

Our Oracle database version is 12c.
