Can the WLS Stack Patch be used on OEM?

Hello. We have a pretty heavy WebLogic use (WLS, OHS, OFR, etc.) and are in the process of standing up our first OEM server. In reviewing the Oct 2021 CPU PAD (Doc ID 2796575.1) I noticed that in the OEMCC patch section it still list each patch needed individually (WLS, Coherence, OPatch, ADR, etc.) and makes no mention of the "stack patch." As the patch numbers listed appear to line up with those included in the WebLogic Stack Patch, is there any issue with using that? (i.e. WLS 12.2.1.4 Patch 33455144 for OEM 13.5)

I understand that additional patches may be required.
