Changes to submitted timesheet

Good morning,

We have a request to provide the ability to change a timesheet that was submitted but not yet approved / partially approved by the PM without having to let a PM send it back for revision.

Is there a function for an admin / user to do this as all the workflows will have to be marked worked and the timesheet status set to Saved?

Ideally the user should be able to modify it as he/she would a new/saved timesheet?

Is there a business reason for not allowing this?
