Missing Download for Oracle Precompiler for 19c for Windows

When I visit the page with Oracle Instant Client Precompiler Downloads :

https://www.oracle.com/database/technologies/instant-client/precompiler-downloads.html

I don't see the download for Oracle 19c for Windows platforms. I see the Windows downloads for other Oracle versions - is the 19c version available from another page?
