What is and how do I enable Install Base Interface Manager?

Per Interface Install Base Lines' Concurrent Program Performance Issue (Doc ID 2250604.1)

One of the solution is to Enable Install Base Interface Manager.

1. Enable the Install Base Interface Manager.

2. Set profile option 'OKS: Enable Install Base Integration Notifications' to No if notifications are not wanted.

It mainly sends the notification whenever there is an IB impact on a contract.

For example if there is any impact because of operation NEW instance creation or split or transfer owner or terminate, the notifications are sent to the

user defined in the profile 'OKS: Notify User of Install Base Integration Notifications'. By default it is CONMGR.
