JGEN not sending all journal entries from SIS to FMS

in General Ledger - EBS (MOSC) Question

we have multiple occasions where SIS journal entries in SF_ACCTG_LN do not transfer to our FMS side. Only thing I notice is that the IN_PROCESS_FLG field for the missing entries are blank while the successful ones are set to N. In PS_EO_MSGBATPRM table, successful journals have PROCESS_STATUS of C, while those that werent picked up had PROCESS_STATUS set to N. any clue to what is causing this?
