Level 1 Approver gets skipped when Requestor in Approval Route

Approval Matrix is configured as follows:

User A's Requisition Amount Low is 10,000

User B's Requisition Amount Low is 20,000

User C's Requisition Amount Low is 30,000

User C created a requisition for 1200, but it got routed to User C's manager who is not part of the Approval route at all.

Ideally, it should go to User A and so on. What am I missing here?
