Default Enrollment Process

Can someone please explain to me what this process (Default Enrollment Process) does? It is my understanding that this takes plans and sets them to waive before we open Open Enrollment???

So when we run this we get the following error when running with participant for person type to run for all benefit eligible people. 

The selection criteria you chose resulted in no persons being selected.  Choose different selection criteria or reduce the number of parameters you select.  Error occurred in the following package : Ben_manage_default_Enrt.process.

We also have this marked at the plan level... Do we need to run this Default Enrollment Process with this set up?
