XFS for Oracle 19c binaries

Based on the requirements doc for 19c on OL7 or RHEL7 (2551169.1), it states the following:

Oracle Database is supported on ext2, ext3 and ext4 file systems

Is this requirement only referring to traditional file system storage for the database files or is it also a requirement for the file system the 19c binaries (Oracle Home) will be installed on?
