dbupgrade to 19c fails with "unable to open file mgwu122.sql"

Upgrade from 12.2 to 19.10 failed with the error of missing file mgwu122.sql in $ORACLE_HOME/mgw/admin and it is not actually available there. Accourding to Doc ID 2587948.1 I have to apply patches 28785273 or/and 30418926. The first patch 28785273 has already been installed. The second patch 30418926 is not available for my oracle release 19.10.0.0. It is only available for 19.9 or earlier releases. Looking for problem solution I came accross an article which states that the file mgwu122.sql contains no action as all lines in it are commented out:

Is it correct and I can just create an empty file named mgwu122.sql and it will solve the problem without any negative consiquences?
