Able to run pre-payroll when not in Execution Control...

We have recently had an employee not listed in the payroll execution control be able to run pre-payroll. I have checked the Company Options set-up and we are correctly set-up to require execution control for payroll. We cannot re-create the issue to troubleshoot as edits are firing to prohibit someone from being able to run pre-payroll; but, in production we have had someone not listed in execution control for the specific payroll ID run pre-payroll three times in the last year or so - not always the same person or payroll ID so it isn't something specific to
