Could not brings up OMS after bring up mgmt db.

My OMS and respository db are on the same single node RAC.

My mgmt db was down for a long time. Every time I bring it up, the OMS could not started due to Error : Unable to Retrieve Repository Credentials From Credential Store. Verify that Repository Credentials are Set in Credential Store.

Is that means the mgmt db is not updated and sync properly?
