Option "Force NA consistency" in OAT "Load Hierarchy Data"

Hi experts,

My RPAS version is 19.0.007.

There is an option for OAT "Load Hierarchy Data" -- "Force measure NA consistency". "rpasce-190-oat.pdf" says: "Force NA consistency: Forces NA consistency when the current NA value is different from the originally defined NA value for the measure".

Questions:

1) what is scope of "the measure"?

2) why measure related operation is done in a hierarchy task?

3) what is benefit of NA consistency?

4) is there any risk on arrays' size?

It is appreciated for any response.
