Filter Icon on Expense History page

We are noticing that the filter icon is missing on the Expense History page if the user does not have reports that fit within the defaulted 6 month range. This is the only way a user can search and find a report outside of the default. Is this intended? It kind of seems like a defect in the design. Appreciate any assistance you can provide!
