R12 AR Invoice with wrong rounding tax amount

I did set up party tax profile and configuration owner tax option rounding with header level and rounding rule is Nearest.

But the tax calculation result is always rounding line, not the header. I'm exhausted with oracle's complicated tax setup. if it was just as simple as R11.
