Firmed Work Order Dates and MRP

When generating MRP messages and reviewing firmed work orders, is the start date or the request date on the work order used when considering past due periods?

I am troubleshooting why work orders are not being considered as firmed work, resulting in increased planned order messages. The past due periods are set to see 2 periods (weeks) and the orders in question have a start date that is three weeks in the past with a request date that is for the current week. Why would MRP not see these work orders as firmed work?
