The PO change Order process in not creating New Lines coming as Change Order

Dear Friends,

We are using PO_HDR_EC, PO_LINE_EC, and PO_LINE_SHIP_EC tables to get PO change orders from third Party. We are having issues with PO_CHNGLOAD process when a new PO Lines are added as a change order, they are not getting inserted in the PO tables. The process is updating any change in the existing lines.

For example - the Original PO had 16 lines and subsequent change order has added 3 more lines in the PO (Line # 17- 19), the PO_CHNGLOAD process is only updating data for 16 lines which were part of Original PO and not inserting line # 17-19. We are using below change Request Mapping setup.
