How to restrict submission of partial count?

Currently while performing/recording the cycle count if there are 10 count sequences, for example, the user can record and submit 6 out 10 count sequences for approval. And these 6 will get submitted successfully. The remaining 4 will still remain pending with the user to record.

We have a requirement where we need to restrict the submission of partial count sequences. Until and unless all the 10 count sequences generated are recorded, the system should not allow the submission of the cycle count for approval.

Please let me know if you have any way to restrict this?
