The file isn't compressed archive file and can't be read error

I have loaded an ElementEntry.zip file via Soap Generic WSDL. It was successfully loaded but when I ran the WSDL to trigger loading of HDL from UCM it has an error "The file Isn't a compressed archive file and cannot be read". What seems to be the problem.
