Network Latency and Throughput Differences Between AMD and Intel Processors

My client has been running a Query (P42101) that returns 12,000 + records.

When they run it on a WEB1 which is an AMD processor it takes 4 minute to return the records

When they run it on WEB2 which is an Intel processor it takes 1 minute to return the records

Why is it taking 4 times longer on AMD to return the records.

Is there a known networking problem with AMD on OCI or could there be an incorrect configuration on the AMD servers on the cloud?
