dbms_streams_adm.add_table_rules method fails with ORA-00001. What is wrong?

Hello,

Summary of problem:

Replication between SITE-A to SITE-B is not working….getting TONS of errors for each step in the process when trying to install replication. All appear to be (after first stating Error at line 1 ORA-00001 – unique line constraint (SYSTEM.LOGNR_SESSION_UK1) violated, the a ton of lines with

ORA-06512 errors at various lines in the code. 

Here are the table rules that are failing/complaining:
