However, the patch 3318784 seems for EBS 12.2

Patch 33186784: EBS RELEASE 12.2 CONSOLIDATED DATABASE FIXES FOR OCT 2021

Do we need to apply this patch for EBS 12.1 when upgrading to 19c?
