What is causing Oracle 12.1.0.2 export to not import into Oracle 12.1.0.2?

This is continuing to happen with multiple exports. Any ideas.

I cannot re-export since I am trying to recover deleted data....

Exported data will not import. Error IMP-00051 and IMP-00008 Going to and from Oracle 12.1.0.2.
