19.13.0.0 Grid Oct2021 RU dropped all Listeners from CRS

Has anyone else had their 19.13.0.0 Grid Patch (October 2021 RU) drop all of their LIsteners via CRS when applying rolling patches?

As in, the listeners all existed and were up before the patch. Apply patch to one node, reboot node, listeners are now all missing from "crsctl stat res", even though the listeners are still up on other nodes.

We are having to re-add all listeners (after stopping them on all nodes, causing new-connection downtime)
