New license required for Oracle Enterprise Manager 13.5 for Oracle Analytics Server requirement?

Upgrading from OEM 13.4 to 13.5 requires a standalone installation of Oracle Analytics Server to replace BI Publisher reporting. Does the OAS installation when used because of OEM require a license purchase? And if only using reporting in OEM 13.4 that comes with OEM 13.4, do we need to install Oracle Analytics Server at all for the upgrade to 13.5 (I'm not aware of any specific BI reports being developed)?
