Alert Framework Notification Interval Questions

Hello all.

I have been working with the Alert Framework and the alerts are working however a couple of things do not behave as I expected them to.

I have a query selecting employees who have an action required on their performance evaluation (we built a custom bolt on module for evals). As soon as their eval enters a specific state of readiness we want to alert the employee through both email and push notification that it's ready for their review. We would then like to alert the employee once a week until they acknowledge their evaluation thereby dropping them from the query result set.
