site level Operating Unit is assigned into a concurrent request

Hi All,

Did you experience in submit a concurrent request set with one of the concurrent request has assigned site level Operating Unit instead of responsibility level ?

I have verified the profile option for MO: Operating Unit has value in responsibility level.

It worked fine in previous months and years. But odd case appeared in early date of Nov-2021.
