Is it possible to create and use tax group in oracle r12?

We upgraded our systems from oracle r11 to r12 12.2.7 couple of years ago. The tax groups we setup while on r11 are working fine after upgrade to R12. We need to create a new tax group needing state and city tax both. Is there a way to accomplish the same thing in R12? I followed the steps in document id 1544763.1 to accomplish that but when applied to PO or ap invoice, it is not calculating anything. Any ideas to accomplish this are appreciated?
