How to manage ECC Dashboard edit access at user level without ECC developer

What my understanding so far on this – Document#2495053.1 , Assign ECC developer responsibility , but we can’t do that . But if we assign “FND_ECC_DEVELOPER” function in the respective menu then it work fine, but this solution doesn’t allow to manage control at user level. To mitigate this constraint , I have created a permission set and in that permission set assigned “FND_ECC_DEVELOPER” and assign that to user level, but it’s not working . Is this expected behaviour ? Theoretically it should work , are we missing here something ?
