Oracle Enterprise Manager Cloud Control 13c

Would like to Disable/Remove/reinstate maintenance jobs  and stop monitoring in the OEM through command line interface from Database host.  

1. what is the best option to perform this?

2. if it is through emcli, what is the best option to set up "emcli" where around 7K of Oracle Databases exists?

3. is there any other way of automating above step
