routing operations missing in forecasted work orders

EBSversion : 12.1.3 Database : 11.1.0.7.0

Hi,

scenario:

defined new activity,
defined new routing with the needed operations,
define new preventive maintenance,
forecast work orders.

The forecasted work orders have BLANK operations.

I changed the activity to surround the issue:

changed the work order status to "unreleased" -> save
the field "asset activity" is active for update
selected another activity -> save
the operations and the resources for this activity populated correctly

Am I missing something?

Please enlighten me about the points to check or correct me if I'm doing things wrong.
