Why doesn't Meters UOM show up in the list of Purchasing UOM in ASL Attributes?

I see that Meters is defined in the UOM and it has a class assigned to it, but it doesn't show up in the list of values for the ASL UOM.

We are using Oracle E-Business Suite R12.2.4
