File Manager Service in Windows keeps failing

I have inherited an old version of Agile PLM (9.3.235) and it has been running fine for a while. However now when someone tries to upload or download a file the File Manager service stops and this is written into the event viewer.

The Apache Tomcat AgileFM service terminated unexpectedly. It has done this 1 time(s). The following corrective action will be taken in 60000 milliseconds: Restart the service.

Event ID: 7031. The service is set to restart on failure and is does restart without error.

Server is running Windows 2008r2 (yes I know) and I am not sure which version of Apache Tomcat is being used.
