TFACTL on windows fails

I have installed AHF 21.3 on windows (2016R2), TFA service is running (and has been restarted)

Trying to run a tfactl -status , just to verify functionality but get an error. Cannot find any useful info on this issue

D:\Oracle\Product\AHF\oracle.ahf\tfa\bin>tfactl -status

Can't locate Win32/Service.pm in @INC (you may need to install the Win32::Service module) (@INC contains: E:\oracle\product\19c_ee_home\perl\lib D:/Oracle/Product/19_ent_db_home2/perl/site/lib D:/Oracle/Product/19_ent_db_home2/perl/lib D:\Oracle\Product\AHF\oracle.ahf\tfa\bin D:\Oracle\Product\AHF\oracle.ahf\tfa\bin/common D:\Oracle\Product\AHF\oracle.ahf\tfa\bin/modules D:\Oracle\Product\AHF\oracle.ahf\tfa\bin/common/exceptions) at (eval 18) line 1.
