Union button looks grey out not get highlighted-OL

Dear All,

Taken F4201 and F42019 table for union but union not getting highlighted omw. And for the same tables union button get highlighted to another one of the developer ID. Even though we are using the same table structure. Two of the developer union not getting highlighted.

there is no security applied.
