System not allowed to reduce quantity on sales order line without asking reason

Hi

We set processing constraint which allowed to increase the quantity of sales order line without asking reason, but when we try to reduce the quantity - it still ask reason

We want that system should not ask any reason on booked sales order line , if user try to increase or reduce quantity .

How to fix it..
