Shipment at 10 status but order moved to 575

i had one incident where shipment did not approve it was stuck at 10 but corresponding sales order moved to 560\575 status though i have validated the F42199 and other shipment table but did not find any issues. we are using R4982 for the approval.

any comment or help appreciated!
