Transfer pallets on ST/OT with shipment?

Hi,

The requirement is to transfer packaged inventory from one branch/plant to another using the ST/OT process. They have added ST orders to UDC49/SD so that shipments are generated. They use the RF Smart workflow for packing, which creates F4620 records in the shipping branch with pallet and box IDs for the shipment. When they receive the OT, they want to receive the pallets by shipment number. P4312 has the option to receive by shipment number, but it does not create F4620 records in the receiving branch/plant.

License Plates would allow transfer of pallets between branch/plants but they only work with advanced warehousing. Is there a way to copy F4620 records as part of the ST/OT process without Advanced Warehousing? The requirement is to be able to scan the pallets into the receiving branch.
