Has anyone seen delays running ORAUSER <sid> on OpenVMS?

Running Oracle 11 on OpenVMS. Throughout the day, and especially at times at night, executing "ORAUSER <sid>" on server can take up to 6 seconds to execute. Does ORAUSER do something other than just create logical names and symbols?
