Oracle Campus Solutions 9.2: Facility-Event ID Time Conflict Checking Routine

I have a quick functionality question related to when you save a scheduled class and the facility (event id) checking routine is kicked off:

Is it considered (programmed to be) an Event ID conflict if Class 1 ends at the exact same time that Class 2 begin (say, Class 1 ends at 1:00PM and Class 2 begins at 1:00PM in Smith Hall 120)?

Currently, this is NOT flagging as a conflict and some users were asking if this is "working as designed".
