Urgent Ask- Need your Inputs for oracle db licensing

We are in the stage of reducing the license cost of our existing Oracle Production database environment and want to ensure it is compliant with the oracle license policy. For example, our prod database ENV is currently running on eight core Processor Perpetual licenses, and we are planning to reduce it to 4 cores. Will changing Oracle database parameters cpu_count and resource_manager_cpu_allocation to 4 be a complaint with oracle policy, or is it mandatory to reduce its CPU cores at the hardware level?
