Upgrade Rac 2 Nodes 19.12 to 19.13

Hello

I've two nodes rac 19.12 and unfortunately faced with  Bug 31933451 - High "row Cache Mutex" Waits (Doc ID 31933451.8)

Apparently to fix mentioned bug I should upgrade to 19.13

One of my nodes had a hardware crash and is power off and my database is working just with one node now.

My question is:

Can I apply the 19.13 RU just on one node. and after fixing another node in the future apply the 19.13 RU on it?
