Oracle Database Appliance Disk aggregation

We have a ODA X7-2 in 19.6.

We are going to migrate to 19.8

We want to ADD 7TB disks in order to have more space. We know that they are going to be resized to 3.2TB size.

The questions are,

A. Can dissk be added with database service running or we have to stop the databases?

B. Risks that we can face as performance degradatation.
