Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. webADI fails with error Database Character Set does not have a matching Java Character Set

Some, but not all, of our webADIs are now failing with the error Database Character set does not have a matching Java Character Set

We have not changed character sets in the database or in java. Other webADIs continue to work properly. So what else could cause this?
