Siebel Apply/DDL giving "Unable to start common api Error"

Hi

Siebel Version: 16.0

Working on SAMPLE_XE:

Created a new custom table in the sample_xe database for POC requirements. When I click Apply/DDL using tools, it is giving this error.

"Unable to start common API"

but it is working in the previous version Siebel 8.1 where I used a sqlanyware sample database.

From Siebel 16.0 can we extend sample_db by creating a custom table? anyone did this.
