HR Helpdesk, can multiple agents be assigned and complete/edit Action Plan components

We have an issue in Helpdesk that when SR's are created and action plans are generated on these, the only person who can meaningfully and completely update the Various components of the action plan are the original agent who created the action plan and added the tasks. We are able to assign the action plans to other agents, as well as the SR itself, but we have not been able to set it up so that the original Action plans can be edited and resolved by other agents, even if they are part of the same queue.


We have tried re-assigning the SR, re-assigning the Action plan steps, adding new resources to the ticket and assigning via that manner.
