Forbidden Error during HA Setup

I have a single Acme Packet 4600 running 8.4 it has been in production for over a year. I am trying to add another 4600 to the mix running the same version of code. When I run the command acquire-config 10.X.X.X i get an error that comes back that says forbidden. Has anyone run into this error? I did find something in a bug report from Oracle but I am not running a tcp-tls-profile on the primary so I am confused as to what is happening. Any help is greatly appreciated
