Unable to open Siebel 21.4 Tools.

We did a fresh installation of Siebel 21.4 Tools with Oracle 19.0 admin client on Windows 10 machine. However when we try to open Siebel Tools, we get the login page, however after entering credentials after 5-10 secs the Siebel Tools tools closes on its own without any error
